Please note, I am a total amateur and the website builder should not be free, just the trial should be free so I can try it out. The free website builders are not what I have in mind, I like a good website builder for which I pay a reasonable price, but allows me to just add the names of buttons, my text etc.

Create a video blog
Tools which try to write HTML and CSS for you invariably do a poor job.
JEdit and Komodo Edit don’t try to do that, but combined with the information at let you produce decent results.
Depends on your knowledge of subjects: HTML, Javascript, (server side script - possible NOT applicable)
If you knowledge of above is good, notepad is your (minimal) tool, eclipse is free IDE that helps a lot too…
Microsoft frontpage is least expensive and probably has the most free templates that you can easily adapt your style to.Great for starters.
You can use Microsoft FrontPage coming with Office XP. But better use Microsoft Interdev coming with Microsoft Visual Studio.
Visit Namesco and download their SITEMAKER programme this has a 14 day free trial period and is pretty cheap if you wnat to sign up, it has built in forms, slideshows and widgets (eg forums etc) if you need them it also has a lot of templates you can use.
